American Veterans International, LLC (AVI) was founded in May of 2008.  AVI is based in Guam, a Native Chamorro-owned business headed by Benny Paulino, Major General, U.S. Army, retired- former Adjutant General of the Territory of Guam.  AVI is a self-certified SDVOSB, and its primary focus is staff augmentation, and its secondary services is Unexploded Ordinance/UXO, construction, and environmental services.

AVI is currently undergoing verification of SDV eligibility through the U.S. Department of Veteran Affairs Vendor Information Pages Database.  AVI plans to grow its business through strategic partnerships to capture worldwide UXO, construction, & environmental opportunities.  AVI has strategically allied with Hawaiian Native Corporation (HNC) a non-profit organization, Dawson Group, Inc. a SBA SDB company, Dawson Technical, LLC  an SBA 8(a), Native Hawaiian-owned company, Designer Built Systems, Inc. a SBA SDB and HUBZone company, and Native Hawaiian Veterans, LLC  a SDVOSB, HUB Zone, SDB, SBA 8(a), Native Hawaiian-owned company.

We also intend to broaden our capabilities, expanding into environmental remediation, UXO remediation, base/port operations support services, and management and logistics services.

Why Choose a Service-Disabled Veteran Owned Small Business?

The wording in FAR 6.2 is particularly important in that it indicates there is no justification required for setting aside and acquisition for SDVOSB's. This means that the previously difficult process of justifying a set-aside no longer applies for SDVOSB set-asides. In fact, immediately following a 15-day Notice of Contract Action for Intent to Award synopsis; a SDVOSB sole-source award can be made if no other SDVOSB claimed an interest and ability to meet the requirement.

  • Executive Order 13360, October 20, 2004, "Providing Opportunities for Service-Disabled Veteran Businesses to Increase Their Federal Contracting and Subcontracting"
  • The Small Business Act (15 U.S.C. 632(q)) and Title 13 CFR part 125.8 define a qualifying SDVOSB as being a small business concern with 51% ownership and which has daily business operations management controlled by one or more service disabled veteran(s).
  • 15 U.S.C. Section 308 and FAR Subpart 19.1406 define the procedures for contracting officers to award sole-source contracts.
  • FAR Subpart 19.1405 establishes the procedures for SDVOSB set-asides where contracting officer has a reasonable expectation that not less than two small business concerns owned and controlled by service-disabled veterans will submit offers and that the award can be made at a fair market price.

BIOGRAPHY

Benny M. Paulino currently is the President and CEO of American Veterans International, LLC (AVI).  AVI is a recently founded business that was certified by the Small Business Administration (SBA), Small Disadvantaged Veteran-owned Small Business (SDVOSB), in May 2008.  AVI is a locally owned company and based in Guam.

Concurrent to his business, Mr. Paulino is also the Chief Operating Officer for the Doctors’ Clinic, Tanning, Guam, since February of 2004.  He is also the Guam Field Committee State Chair for the Employer Support of the Guard and Reserve (ESGR), United States Military Academy Military Liaison for Guam, member of the San Insider Catholic Church Pastoral Council, and Chairman of the San Insider Finance Council.

In the preceding 32 years, Mr. Paulino served his country for 26 years on active duty with the United States Army and then on 2 October 1996 through August 2002, he served as The Adjutant General of the Guam National Guard. As The Adjutant General, Guam National Guard, he was responsible for the soldiers and airmen of the Guam Army and Air National Guard as well as serving as the Director, Department of Military Affairs, a government of Guam Cabinet position.

As a result of Public Law 26-06 and its restructuring of the Department of Military Affairs, he became responsible for The Office of Civil Defense, Veterans Affairs and the Office of the Quartermaster.  And, in the latter part of 2001, he was given the additional responsibility as the Homeland Security Adviser to the Governor of Guam.
